winding down. just 29 days to go when the white house and congressional republicans are nowhere close to a deal to avert that fiscal cliff. the obama administration has laid out its plan calling for $1.6 trillion in new taxes. that includes letting the bush era tax cuts expire for those earning more than $250,000 a year. it's also pushing for a new $50 billion stimulus package and offering $400 billion in new cuts to medicare and other entitlement programs. but republican house speaker john boehner flatly rejected the plan on the table and what he calls the white house's unwillingness to compromise. >> i was just flabbergasted. i looked at him, i said, you can't be serious. i've never seen anything like it. you know, we've got seven weeks between election day and the end of the year. and three of those weeks have been wasted with this nonsense. >> you know, i think right now the best thing to do is for them to come to us and say, look, here's what we think makes sense. we've told them what we think makes sense. what we can't do is try to figure out what's going to be good for them. th

move forward. >>> president obama made the fess cal cliff case to business leaders today. dan lothian is at the white house. dan, he is meeting with business leaders, but there is no phone conversation that is taking place, no conversations at all taking place with boehner now. what position is the white house in? how does the president feel this is going? >> you're right about that. the white house continues to insist conversations are ongoing, but i'm hearing from gop aides that, in fact, what we're seeing in the public is exactly what's happening in the private, and that is that it's essentially a standoff. there are no phone conversations, no e-mails, no texting going back and forth, and identify been talking about this. it's very difficult to see how this process moves fashd if -- we see them bringing in business leaders to the white house, ceos, middle class americans, and they're reaching tout these ceos of the business roundtable saying his policies will help businesses. his policies will make it easier to create jobs and that he is rooting for them. at the time he is trying t

the white house with president obama to discuss, what else? the fiscal cliff. states would be severely impacted because much of their revenue comes from the federal government. cnn white house correspondent dan lothian is at the white house. so, dan, who is trying to convince who? >> well, i think it's a little bit of both here. you have the president trying to sort of put pressure on them, if you will, these governors, to then they in turn should put pressure ontheir lawmakers to get a deal done. at the time the governors are here to let the president know there's some real consequences if this scenario plays out. a third of states out there get their revenue from federal grants according to a pew report, and that report also points out that states like virginia, for example, would be heavily impacted. why virginia? because it has a lot of military defense contractors. they're saying that they could be impacted to the tune of about $10 billion in economic activity falling. in addition to that, 120,000 jobs lost. take a look at a state like south dakota, for example. a very sm

. and it is unfortunate that the white house spent three weeks doing basically nothing. >> now, the republican counterproposal that we just heard about still includes those bush era tax cuts staying in place for everybody, which president obama has called a nonstarter. so what if we raised taxes a little bit? still be much lower than what americans paid just a generation ago. in 1980, the wealthiest americans paid a marginal tax rate of 70% of their income to uncle sam. now, tax reform under president reagan reduced that rate to 50% and in 1981, and closer to current levels in 1986. today, president obama wants to let the bush era tax cuts expire for wealthy americans only, taking up their marginal federal tax rate from 36% to 39.6%. we're talking about a 3.6 percentage point uptick for households making more than $250,000 a year, only on every dollar they make above the $250,000 amount. starts 2 s at $251,000. it is on the money you make on the margin. now, while i totally agree every penny counts when it comes to your money, when you compare that to the taxes most americans paid o

very special party of two having lunch next hour at the white house. president obama, as promised, in his victory speech 23 days ago, is hosting mitt romney, who has made no secret that he really thought that it would be the other way around. and our dan lothian is counting down the minutes, standing by at the white house, even though, dan, you are not invited to the luncheon, nor am i or anyone else at the camera, a mic or even a pen. why is it so private? >> reporter: that's right. oftentimes, the president will have meetings here at the white house, lunches or official meetings, where the president is not invited in. our cameras are not allowed in. sometimes our cameras are allowed in but no editorial presence. this one of those where no cameras allowed in, we're hopeful the white house will take a pick pur and release it to us, but at this point no plans for us to sort of get a peek inside that room and listen in on that conversation. although we hope that there will be some kind of a readout to give us some indication as to what the two politicians discussed. >> you know, dan, of

now between the white house and congressional leaders. of course, there are meetings going on behind the scenes and contacts between the white house and congressional republicans but nothing official. president obama is taking this sort of outside strategy where as we saw him last week he goes outside of washington. he'll be giving remarks to the business roundtable this week, meeting with business leaders tomorrow. other stakeholders this week and he's trying to kind of put some pressure on congress and learn from a mistake that he made you might say during say the debt ceiling negotiations where you saw these meetings with congressional leaders but there really wasn't a whole lot of payoff and didn't make the president look particularly effective. an issue to be resolved is to tackle entitlement reform. you have the white house and republicans saying you need to put meat on the bones and going back and forth. listen to what republican senator bob corker said. >> i think the really discussions around the fiscal cliff haven't even begun to be serious yet and the reason they haven't i

right. president obama is speaking out about the fiscal cliff in his first television interview since the election. he spoke with bloomberg's white house correspondent yesterday and the white house just aired on bloomberg television minutes ago. here's some of what the president had to say about the republican proposal to close tax loopholes without raising taxes on the country's top 2%. >> it's not me being stubborn. it's not me being partisan. it's a matter of math. you know, there's a lot of talk that somehow we can raise $800 billion or a trillion worth of revenue by closing loop hopes and destructions. but a lot of your viewers understand that the only way to do that if you completely eliminated, for example, charitable deductions. well, if you eliminate charitable deductions that means every hospital and university and nonfor profit agency across the country would suddenly find themselves on the verge of collapse. so that's not a realistic option. >> that aired a few minutes ago. we'll have a lot more on that in the next hour of newsroom. so do stick around for that. >>> it is a
